Article 32 of Kazakhstan’s constitution guarantees all citizens the right to peacefully assemble. In May 2020, President Tokayev instituted a new law regulating peaceful assemblies, allowing public spaces across Kazakhstan’s cities to be used by citizens to hold peaceful assemblies.
